  WILLIAM A. TOLBERT, CEO & Chairman

Mr. Tolbert is a corporate executive with CEO, COO, and Fortune 100 line management experience.  He has a unique combination of energy, transportation, telecommunications, engineering & construction, research & development, and space operations industry experience.  Mr. Tolbert’s broad international business experience includes international program development, consortia building, project finance, and technical program management (Europe, CIS, Middle East, China, Latin America).  Mr. Tolbert has lived and worked in the Middle East (the UAE and Yemen) and China (Beijing).  Mr. Tolbert’s project development and financing skills include international Olympic venues and a wide spectrum of transportation infrastructure project experience, including airports, seaports, toll roads, transit systems, and "Branded City" land development projects.  Mr. Tolbert is experienced in negotiating public-private sector joint ventures and international concession agreements.  Mr. Tolbert has managed technology transfer, intellectual property development, and technology commercialization programs.  Mr. Tolbert has a Masters degree in Architectural Engineering with Honors from the University of Texas, and additional degrees in Civil Engineering, Math and Science.  Mr. Tolbert founded Meneren Corporation in 1994 and has been involved in every major Meneren development project since its inception.   STEPHEN T. GUTHRIE, Managing Director & CFO

During his 40-year business career Mr. Guthrie has held senior executive positions and directorships with infrastructure facility developers and owners, financial service organizations and data services providers. He has been lead negotiator in merger and buyout activities in transactions ranging up to $700 million in size. Mr. Guthrie has been a principal in “start ups” in the areas of financial services, document management, real estate development, data processing, software development and transportation. On behalf of clients, Mr. Guthrie has performed financial and political due diligence activities in Africa, Central America, South America, Middle East, Europe, Australia, Caribbean, and Eastern Europe. Negotiated the financial terms of a 30-year concession agreement with a Government for a multi-modal infrastructure facility in a free zone on behalf of a private developer.  Acted as CFO for a free zone development and operating company. Mr. Guthrie has a B.A. in Finance from Ohio State University.  Key assignments for Meneren included virtually all major Meneren development projects since its inception.(Click to download full Profile)

  GEOFFREY DAWSON, Director, European Operations

Educated in Architecture and Engineering, with over 30 years of experience in multi-million dollar international real estate investments, land developments, and commercial business ventures.  Current and former director of UK companies involved in real estate, corporate acquisitions, venture capital and the initiation and promotion of business and trade between companies in the UK and Europe.  Experienced in dealing with governments, government authorities, and financial institutions in regard to industry and trade expansion, and commercial business recruitment’s for developing countries.   DANA HANSEN, Director, Commercial & Retail Development

Mr. Dana Hansen is a “Top-Tier” development company executive with 25 year proven track record of success with US and international retail and commercial projects.  His broad experience with mixed-use developments and the full spectrum of “power center” and “luxury” retail markets includes 10 years of “super regional mall” leasing. His track record of success includes ground-up developments, repositionings, expansions, and renovations, including “Greenfield” projects, in competitive markets. He has unique ground breaking experience with “Lifestyle Center” themed retail projects. He is a skilled negotiator and prolific dealmaker with millions of square feet of leases placed and maintained at 95% occupancy levels. His strong strategic forecasting, tenant merchandising, project planning and retail leasing skills have been exceedingly valuable to clients.  He is bi-lingual, and has international shopping center and mixed use project experience.   CRAIG WHITIKER, Director, Design & Construction Programs

Mr. Craig Whitaker is an architect and urban designer with considerable experience designing and managing large redevelopment projects. He was the author of “Westway” in New York City, a plan for putting two and a half miles of highway under the Hudson River with a park on the roof and new development behind. He redesigned the Hoboken, New Jersey waterfront on the other side of the Hudson River and was the planner of the 440-acre Rockland Psychiatric Center in upstate New York. Mr. Whitaker was a professor at New York University for 25 years, has written and lectured extensively, and is the author of the critically acclaimed Architecture and the American Dream. Mr. Whitaker was also the designer of Next Steps, Hard Choices for the rebuilding of the World Trade Center in Manhattan. He is on the board of the Historic Properties Fund and has served as Chairman of the City Club of New York.  He is a graduate of Yale University and the Yale University School of Architecture.   JAMES E. FREEMAN

Mr. Freeman has held executive positions with engineering, environmental, and construction organizations.  He has administered and managed both domestic U.S. and international contracts in the fields of construction, environment and transportation, with significant experience in the investigation and resolution of claims and disputes between and among owners, engineers, contractors, and insurers. He has authored numerous reports, papers, and proposals in construction contract management, environmental project claims prevention and resolution, and project risk management. Key assignments for Meneren included the development of the Free Zone in Ras Al Khaimah, UAE, and the high-speed monorail program for the I-70 mountain corridor.

  WILLIAM REPS

Billy is a seasoned infrastructure expert with over 30 years of experience in the transportation industry including engineering, operations, maintenance planning, infrastructure, aviation, heavy and light rail systems, and support facilities.  Mr. Reps has experience in total project management, operations planning, start-up program planning, and general systems construction management.  Mr. Reps has specialized skills in the design of high-efficiency, secure passenger processing concepts.  Mr. Reps has conducted field evaluations of potential “development projects” for Meneren in both North American and Central America.  Mr. Reps has a B.S.C.E. and an MBA.

  KENNETH R. SUSSKIND, ESQ., Director

Ken is an international attorney with extensive experience in business development, contract and project management, due diligence review, risk assessment, market research, strategic alliance planning and project financing.  Special areas of expertise include joint venture and trade agreements, commercialization of high technology products and services in the space sciences and communication industries, multinational regulatory affairs, contract negotiations and closings, shipping, customs and warehousing issues.  Responsible for business development strategies and contract/project management of free zone programs.  Has been especially effective as a liaison and negotiator among the private client, the Government and international donors on free zone projects. Key assignments for Meneren included the Free Zone in Yemen.
